the event of an emergency at the Perry Nuclear Power Plant; WHEREAS, the emergency response plan provides for the evacuation of persons within a 10-mile radius of the facility known as the Emer-gency Planning Zone; and WHEREAS, the Council and Administration of the City of Willoughby have determined that, to provide for the protection of lives and property of those persons within the City, the Plan should be re-vised to include the City of Willoughby within the limits of the evacuation zone; NON, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF WILLOUGHBY, THE COUNTY OF LAKE, AND THE STATE OF OHIO:
SECTION 1.
That the Council and Administration hereby express their concern for the safety and welfare of the residents of the City, and request revision of the Perry Nuclear Power Plant Radiological Emergency Response Plan extending the boundaries of the Emergency Planning Zone to include the City of Willoughby, and request that the plant not be placed in f ull operation until the boundaries are extended to include this community.
SECTION 2.
That the Clerk of Council forward a certified copy of this Resolution expressing its concern for the residents of the City of Willoughby to Governor Richard F; Celeste, the Nuclear Regulatory Commission (NRC), the Federal Emergency Management Agency (FEMA), the Lake County Board of Commissioners, and the Cleveland Electric Illuminating Company.
SECTION 3.
It is found and determined that all formal actions of this Council concerning and relating,to the adoption of this Resolution were conducted in an open meeting of this Council, and that all deliberations of this Council and any of its committees that resulted in such actions were conducted in meetings open to the public in compliance with all legal requirements including Chapter 107 of the Codified Ordinances of the Citiy of Willoughby.
