In accordance with the provisions of 10 CFR 75.8(e), attached for your review and comment is a copy of the draft Transitional Facility Attachment prepared by the IAEA for U.S. consideration.

Pending completion of negotiations with the IAEA, this document is being withheld from public disclosure. Within thirty days of receipt of this letter, please indicate to us if you wish to request the withholding of any infomation from public disclosure under 10 CFR 2.790.

We would appreciate your comments and suggestions on the draft Transitional Facility Attachment by March 14, 1986, so that they may be considered during US/IAEA negotiations.
