SUMMARY
OF MEETING WITH PUBLIC SERVICE COMPANY OF NEW HAMPSHIRE TO DISCUSS SEABROOK RISK MANAGEMENT AND EMERGENCY PLANNING STUDY A meeting was held with Public Service Company of New Hampshire on August 14, 1986 at Brookhaven National Laboratory in Upton, New York. The NRC staff was represented by members of the Office of Nuclear Reactor Regulation; Division of PWR Licensing-A and members of Brookhaven National Laboratory (BNL) staff.
The applicant was represented by members of Public Service Company of New Hampshire, New Hampshire Yankee Division, Pickard Lowe and Garrick (PL&G),
United Engineers & Constructors (UE&C) and Structural Mechanics Associates (SMA). A list of attendees is included as Enclosure 1.
The purpose of this meeting was to obtain detailed background information regarding Seabrook's unique containment design and construction features and its inherent strength capabilities. An outline of the meeting discussion topics is contained in Enclosure 2.
Mr. Vince Noonan of the NRC staff opened the meeting by stating that it is necessary to identify all additional information needed at the present time in order to complete this review in the projected 3 month time frame.
Mr. Charlie Hofmayer (BNL) continued by stating that BNL intends to review calculations and confirmatory analysis relating to the design, construction and key elements of containment, then examine failure modes and specific details.
Mr. Rich Toland and K. N. Kalawadia began the presentation with a general ,
discussion of the Seabrook containment design. Mr. Toland said that the ,
Seabrook containment was unique for an east coast design in that the design l basis accident pressure is 52 psi with a seismic design of .25 peak ground acceleration. The containment has a liner with T anchors, is reinforced concrete with rebar and behaves as a shell. He said that the liner acts as a barrier, but not a strengthener from the code point of view.
Differences in the Seabrook design and the Indian Point and WNP 1 and 4 designs were discussed with respect to liner and rebar capabilities.
Mr. C. Hofmayer discussed the fact that we are concerned with those features )
of the design that are unique. Mr. Toland pointed out that the main rebar is I continuous; it goes around openings rather than terminating and the dome rebar is continued on the same plain for each of the 4 quadrants.

Don Wesley, of SMA, discussed containment penetrations and said that there are large margins in the hatch design, so that the hatches have a high pressure capacity. He also said that all major penetrations are below grade. .
The staff went on to ask about containment construction. Did anything unique occur? The applicant stated that very minor rebar indentation occurred and cadweld lineup at certain locations may have caused congestion of rebars behind the liner. However, the cadwelds were scattered and therefore no reduction in strength was taken.
The applicant discussed the results of the containment integrated leak rate test. The containment was maintained at 52 psi for 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> and the test was successful.
Mr. Rich Toland discussed the containment ultimate strength evaluation per-formed by UE&C. The behavior to the limit state was analyzed; this was up to a point when the shell would undergo large deformations.
Following the discussion of the ultimate strength evaluation by UE&C, SMA reviewed the ultimate strength evaluation performed by them. Mr. Wesley said
= that SMA considered breach of containment liner to be the containment failure point in their analysis. Two types of failure modes were considered: direct /
actual pressure failure of the structure and indirect / interaction related failure at pipe penetrations.
In his discussion of interaction failures Wesley said that failure to isolate purge valves is one of the most dominant in the PRA.
Mr. Art Tingle (BNL) raised several questions regarding the consequence analysis in the Seabrook submittal. He requested weather information in order to run CRAC 2 or MACCS. It was agreed that a conference call would be arranged with Keith Woodard (PL&G) to get this information. Mr. Tingle stated that NRC must determine whether to use CRAC or MACCS.
The effects of external events and the seismic fragility report were briefly discussed. In response to a question from Mr. Goutam Bagchi it was stated that the effects of relay chatter were not looked at in much detail. Although the fragility report was updated, the information has not been included in the new study and will not be incorporated into the SSPSA until next year.
At the end of the meeting the need for a site visit during the first week of September was discussed.
