preliminary LSCS Spent Fuel Rack Licensing Submittal

Dear Tony:

As discussed in our telephone conversation of May 19, the draft version of the safety analysis is enclosed for your review. I believe the final version which will be submitted formally in June will be essentially the same but with typos removed and some minor technical enhancements.

This modification is scheduled to be installed in Unit 2 prior to the outage in November. To accomplish the modification prior to removal of the fuel from the reactor vessel. We will need to start removal of the old racks in late August. This will allow approximately one month for removal and one month for installation of the new racks.

Obviously, we would like to have approval prior to starting removal of the old racks. However, we do realize that this date is unlikely for formal approval even though similar racks have been licensed for other sites, k'e would appreciate any early comments which could help expedite the proces-sing of the formal transmittal when it'is submitted. Also, we would greatly appreciate knowing of anything that might delay licensing these racks as soon as possible.
