This is in response to your LA 86-26 letter, dated March 27, 1986, in which you requested a temporary exception from a requirement contained in Section 5.2.1.1 of your Physical Security Plan.

We have determined that the granting of your request is warranted, and will not adversely affect the common defense and security nor the public health and safety, and is otherwise in the public interest. Accordingly, we are modifying Condition 9.1 and adding a new Condition 9.1.1 to Amendment SG-2 of your License No. SNM-1227, effective immediately. Conditions 9.1 and 9.1.1 read as follows:

9.1 Except as noted in Condition 9.1.1, the licensee shall maintain and fully implement all provisions of the approved security plan titled

" Site Physical Security Plan, Westinghouse Electric Corporation, Columbia, S.C.", dated March 1980; as amended by letters dated September 2, 1980; April 9, 1981; January 25, 1984; September 1, 1984 (revised pages labelled Revision 2); December 1, 1984 (revised pages labelled Revision 3); March 1, 1985 (revised pages labelled Revision 4); September 1, 1985 (revised pages labelled Revision 5);

December 1, 1985 (revised pages labelled Revision 6); and March 1, 1986 (revised pages labelled Revision 7); and as may be revised in accordance with the provisions of 10 CFR 70.32(e).

9.1.1 Notwithstanding the requirement of Section 5.2.1.1 of the Plan identi-fled in Condition 9.1, to maintain a specified level of illumination along the east wall of the Office Building, the licensee may forgo such illumination provided the compensatory measures described in the Attachment to his LA 86-26 letter of March 27, 1986 are fully imple-mented. This Condition shall automatically terminate on July 31, 1986.

We have determined that the enclosure to your LA 86-26 letter, dated March 27, i 1986, contains information of the type specified in 10 CFR 2.790(d).

Accordingly, pursuant to Section 2.790(d)(1), such information is deemed to be j commercial or financial within the meaning of 10 CFR 9.5(a)(4) and shall be withheld from public disclosure unless subject to the provisions of 10 CFR 9.12.
