Dear Mr. Gregg:

This responds to your letters of January 20 and April 16, 1986, and to the meeting on April 8, 1986, pertaining to security clearances for guards at your Uncasville facility. The briefing given by Mr. Richard Gigliotti on April 8, 1986, provided my staff and me with a deeper appreciation for the problems associated with establishing a 100% cleared security organization.

In consideration of the fact that much of the current demand for cleared personnel stems from the recently imposed requirements of our 10 CFR Part 11, we are willing to extend the provisions of your License Condition 9.3 to allow temporary relief in this area. We have determined that the granting of such an extension will not adversely affect the common defense and security nor the public health and safety and that it is otherwise in the '

public interest. Accordingly, we are hereby revising License Condition 9.3 of Safeguards Amendment SG-1 to your L1 cense No. SNM-368, effective immediately, to read as follows:

9.3 The licensee is authorized to employ uncleared guards in towers and on patrol outside of the protected area until December 31, 1986, provided all of the conditions specified in the licensee's letters of October 24, 1984 and January 20, 1986, concerning this subject are strictly adhered to. This license condition will automatically expire on December 31, 1986, unless sooner rescinded by the Commission.

We do not anticipate extending the relief granted in the above license condition beyond the specified date. Accordingly, I suggest that all possible effort be made on your part to assure stability of the guard force at the level necessary to meet all of the commitments of your security plan prior to expiration of this license condition.

We will contact appropriate Federal agencies to request that efforts be made l to expedite investigations and the processing of clearances for your personnel.
