ASSESSMENT AND FINDING 0F NO SIGNIFICANT IMPACT The U.S. Nuclear Regulatory Commission (the Commission) is considering issuance of a sche'dular exemption from certain requirements of 10 CFR Part 50, Appendix J, to the Roston Edison Company (BEco/ licensee) for the Pilgrim Nuclear Power Station located at the licensee's site in Plymouth County, Massachusetts.
ENVIRONMENTAL ASSESSMENT Identification of the Proposed Action The proposed action would grant temporary relief from the 18-month fre-quency part of Section III. A.6(b) of Appendix J which requires, under certain circumstances, that Type A overall primary containment leakage tests be per-formed at each plant shutdown or approximately every 18 months, whichever occurs first.
Need for the Proposed Action To meet the "approximately every 18-months" requirement of Section III.A.6(b), a Type A test will have to be performed upon completion of the ongoing Type B and C testing of airlocks and valves. However, performing the Type A test at this time is unnecessary since the Pilgrim Station is shut down and will remain so until after the reactor has been refueled and a Type J
A test is performed in the spring of 1987.

p Environmental Impact of the Proposed Action i
Type A testing is performed to assure that primary containment leakage l
is within acceptable limits during plant operation. Since that purpose will be served by the test to be performed after the reactor.is refueled, and the reactor will not be operated prior to that time, any earlier Type A i
testing is unnecessary. Eliminating the earlier testing may, in fact, reduce 1
occupational exposures. The proposed exemption does not affect plant nonradiological effluents and will have no other environmental impact.
I Therefore, the Commission concludes that there are no measurable radiological or nonradiological environmental impacts associated with the proposed exemption.
t Alternatives to the Proposed Actior.
Since the Commission has concluded there is no measurable environmental impact associated with the proposed exemption, other alternatives need not be i
evaluated. The principal alternative to the exemption would be to require rigid compliance with the Section III.A.6(b) reouirements. Such action would not enhance the protection of the environment and would result in un.iustified i
i costs for the licensee.

in the Final Environmental Statement related to the operation of Pilgrim Station.
Agencies and Persons Consulted The NRC staff reviewed the licensee's request and did not consult other agencies or persons.

FINDING OF NO SIGNIFICANT IMPACT The Commission has determined not to prepare an environmental impact state-ment for the proposed exemption. Based upon the environmental assessment, the NRC staff concludes that the proposed action will not have a significant effect on the cuality of the human environment.
For further details with respect to this proposed action, see the licensee's letter dated Auoust 29, 1986. This letter is available for public inspection at the Commission's Public Document Room, 1717 H Street, NW, Washington, D.C.
and at the Plymouth Public Library, 11 North Street, Plymouth County, Passachusetts.
