CPPR-135 and Extension of Construction Completion Date Centlemen:
Pursuant to the Atomic Energy Act of 1954, as amended, 10 CFR 2.109, 10 CFR 50.55(b), and otherwise according to law, Public Service Company of New Hampshire (PSNH), on behalf of itself and the other permittees named in Construction Permit CPPR-135, as amended, hereby requests that the said construction permit be amended and renewed by extending- the date for completion of construction as set forth therein from June 30, 1987 to June 30, 1988.
The Applicants submit that good cause exists for granting this extension for the following reasons:
- 1. When originally issued on July 7,1976, CPPR-135 listed June 30, 1983, as the latest date for com-pletion of construction.
- 2. As a result of an application filed iday 26, 1983, the Commission on May 1, 1984, issued an order which extended the latest date for completion of construction to June 30, 1986.
- 3. As a result of an application filed May 7,1986, the Commission on August 19, 1986 issued an order which extended the latest date for completion of construction to June 30, 1987.

- 4. As of this time physical construction of Seabrook Unit No.1 for which CPPR-135 was issued is com-plete'and fuel has been loaded into the vessel.
- 5. This fuel loading occurred pursuant to an operating license authorizing fuel load and precriticality testing issued October 17, 1986. The decisions authorizing the issuance of this license are currently under administrative review and are subject to judicial review.
- 6. It is possible that a decision of this agency and/or the courts could affect this license.
- 7. None of the foregoing matters are under the control of the Applicants and any delay necessitated by compliance with regulatory requirements is by definition for a valid purpose and for " good cause".
- 8. - Prudence dictates that, in light of all the foregoing, the Applicants request the above-described extension at this time.
