9 As presiding officer over the Seabrook nuclear plant low power licensing hearings to be held in Portsmouth, N.H. On September 29,30, October 1 and 3 we are writing to you to request that sufficient time be scheduled as part of these hearings for members of the public to testify.

The citizens of New England will be directly affected by the results of -

the decisions reached made by your board. It is an essential part of the minimum reQulrement for any fair and open regulatory process that the citizen's right to provide public testimony be respected and upheld.

In the interest of a full and Impartial examination of all issues of concern to the people of the Seacoast region and of New England about the granting of a low power license to the Seabrook nuclear plant, we call upon you to open the hearings to public testimony. To permit meaningful public participation it is essential to extend the hearing hours into the evening, for example, from 6:00 P.M. to 9:00 P.M., to provide the average citizen a reasonable opportunity to be heard.

As of this time, it is our understanding that you may decide not to allow testimony by the general pubitc at these crucial hearings, and to hear only testimony from the nuclear plant representatives and the Intevenors authorized by the Nuclear Regulatory Commission. This would be a grave violation of the rights of the citizens in a democracy to participate in decisions that affect in fundamental ways their lives, families and homes.

We urge you to include a full and fair opportunity for public testimony in

,- the Portsmouth hearings. We will call-your office shortly to discuss this matter and clarify the nature of pubile participation.
