In 1981, the Nuclear Regulatory Commission (NRC) established the Committee to Review Generic Requirements (CRGR) and the NRC staff revised its procedures to ensure that new generic requirements and staff positions have a positive impact on public health and safety and are as effective and efficient as possible.
Since that time, significant progress has been made in the NRC staff's manage-ment of the new requirement development and implementation process.
As you are aware, the Commission issued revised regulations in October 1985 pertaining to the backfitting of NRC requirements and staff positions (10 CFR 50.109) and to NRC requests for information (10 CFR 50.54(f)). The revised regulations govern both plant-specific and generic NRC activities in these areas.
By letter dated March 3,1986, the Executive Director for Operations sent you a revised copy of NRC Manual Chapter 0514 that addresses the NRC staff process for conducting plant-specific activities in accordance with the revised regula-tions. Enclosed for your information is a copy of the revised CRGR Charter that details the conduct of NRC staff generic activities in accordance with the revised regulations.
