SUMMARY

OF V0GTLE ALTERNATE RADWASTE FACILITY SITE VISIT ON NOVEMBER 12, 1986 i .

On November 12, 1986, the staff met with the applicant and its representatives i at the Vogtle site to view and discuss the alternate radwaste facility (ARF),

i The discussion concerned whether the ARF will meet the intent of design j criteria of Regulatory Guide 1.143. Participants are listed in the enclosure.

The ARF will house portable solidification and waste treatment systems pro-i vided by service vendors that Georgia Power Company has contracted with 'o i support the Vogtle startup and operation. Georgia Power Company has deferred

! completion of the permanent plant solid waste processing facility which con-i sists of an Aerojet nuclear waste incinerator system for volume reduction and a Stock equipment system for waste solidification. All of the equipment for these two systems are contained in a separate concrete building that meets all criteria for housing radwaste systems as discussed in Regulatory Guide 1.143.

i tract for liquid waste demineralization, radwaste dewataring, and waste

' solidification service with a company called NUPAC.- Some of the " portable" equipment is currently in place and the ARF to house the service vendor.

The staff raised a concern at the visit concerning the. lack of filtration from

!' the ARF ventilation exhaust. Therefore, any spill from the processing equipment, flexible hoses, and couplings may lead to release of airborne radioactive i particulates. The applicant claims that operators inside the building will be

able to quickly isolate a spill, limiting the spill to a small amount of waste material, and quickly clean up the spill.

, The staff also questioned the layout of equipment valving stations with respect to ALARA consideration. As presently designed, all the pipes carrying the various liquid, resin, and filter crud pass through a common wall in close

! proximity to each other with their associated isolation valves and hose couplings 1-very close together. Also, the valving and sampling stations for operating the portable / flushable demineralizers are adjacent to these feedstream piping and

! associated valves. The' applicant has not yet finalized operating details which might show that~ operators will be out of the way. The staff observed that the operators performing system alignment could be exposed to radiation due to the i

close proximity to the various feedstream pipes and valves. The applicant stated that with proper' procedures and the use of lead blankets placed over hot lines.

} The staff also questioned the use of a boca crane to lift high integrity con-

! tainers (HICs) filled with dewatered resin out of the HIC shield, move the i container and then lower it into an HIC shield cask on a truck for shiptrent offsite to the burial grounds. Fo interlocks or stops have been provided on the erane to prevent inadvertent collisions of the llIC during lifting and loading operations with other equipment or structural parts of the ARF or l j auxiliary building. The applicant maintains that the crane operator will be i adequately trained to make all transfers safely and states that HIC transfers j will be made at a low trequency of about once each month. Therefore, the yearly prcbability of a mishap due to operator error will be small.

The staff will pursue these issues as necessary with the applicant.
