Director, Office of Inspection and Enforcement Region IV United States Nuclear Regulatory Commission 611 Ryan Plaza Drive Arlington, Texas 76012 Gentlemen:
Delta Controls, (formerly RTE - Delta Corp.) located in Stockton, California is a manufacturer of generator control panels for the emergency diesel generators at various nuclear power plants.
In April 1986, Georgia Power reported that the General Electric Type 12NGA15AG3 relays at the Vogtle Power Plant had been identified as being wired incorrectly and possibly damaged as a result.
Corrective action by Transamerica Delaval Inc. and Delta Controls was completed on June ll, 1986.
We have reviewed all other applications of this relay similar to Vogtle, and have found only one other case where this problem exists.
Our records show that the General Electric Type relays provided to Transamerica Delaval Inc. for use by Sacramento Municipal Utility District Rancho Seco Power Plant has been identified as having the same problem.
We have communicated our concerns to o.r customer, Transamerica u
Delaval Inc., and together have initiated steps that will establish corrective action.
