Millstone Nuclear Power Station, Units No. 1 and 2 Proposed Revisions to Environmental Technical Specifications Pursuant to Section 5.6.3.b of the Millstone Unit No.1 (Operating License No.

DPR-21) and Unit No. 2 (Operating License No. DPR-65), Environmental Technical Specifications (ETS), Northeast Nuclear Energy Company (NNECO) hereby proposes to incorporate the following proposed changes into the ETS:

Revise Section 2.4, Radioactive Effluents, to incorporate into the ETS restrictions on the radioactive waste effluent which could potentially be discharged from the Condensate Polishing Waste Neutralizing Sumps into Long Island Sound. These changes are provid.ed as Attachment 1.

The soon-to-be available full-flow condensate polishing system will provide im-proved Millstone Unit No.- 2 feedwater chemistry control. However, any primary to secondary system leakage could result in a radioactive discharge from the condensate polishing waste neutralizing sump. It is noted, however, that no primary to secocdary leakage has ever occurred at the Millstone facility to date.

The proposed specifications will provide monitoring requirements to ensure that any radioactive discharges from the condensate polishing system will remain within the liquid effluent specifications. Furthermore, the proposed specifica-tions require that discharges from these sumps be discontinued following alarms of either the steam generator or steam jet air ejection radiation monitors.

These requirements ensure that the environmental impact of the proposed changes will be minimized.

In this instance, a cost / benefit evaluation is not applicable.

The Millstone Environmental Review Board has reviewed and approved the above proposed changes and has concurred in the above evaluations.

As it is currently the intention of NNECO to initiate operation of the condensate polishing system coincident with initial plant operation during Cycle 2, issuance of the above specifications is respectfully requested prior to that date.
