Peach Bottom Unit 2 Refueling

Dear Mr. Russell:

The Philadelphia Electric Company plans to start the reload of fuel into the Peach Bottom Atomic Power Station Unit 2 reactor within the next week, which is consistent with the Nuclear Regulatory Commission's Shutdown Order of March 31, 1987.

The Peach Bottom Unit 2 was well into its seventh cycle refueling modification outage when we received the Commission's Shutdown Order.

Preventive maintenance and modification work have continued since that time.

Additional plant operating actions listed in the letter of April 6, 1987, responsive to the March 31 Order, remain in effect.

The station remains in a cold i

condition.

Our decision to reload fuel considered two alternatives; i.e., to load fuel over the next few weeks or to retain the fuel in the fuel pool.

The alternatives were evaluated against the objectives that are to be achieved.

Reloading fuel over the next few weeks best meets the objectives.

Mr. William T. Russell Page 2 In terms of risk to the public and to workers, the two alternatives are comparable, but loading the fuel back into the reactor and putting the reactor head back on provides the primary system barrier and permits the removal of water from over the refueling bellows.

Refueling operations on the refueling floor will be supervised by licensed General Electric Company personnel.

Further, the following preventive actions will be taken during fuel reloading.

The oversight responsibility of the on shift Nuclear Operations Monitoring Team (composed of engineers and physicists reporting offsite to the Superintendent of Nuclear Operations Quality Assurance) will be expanded to include observation of the control room operators' involvement in monitoring the refueling process, e.g.,

count rate, and maintaining continual communication with refueling floor personnel.

Optional testing, maintenance or operations of systems that have the potential to cause a drain path from the reactor will be minimized.

Additional administrative controls over the use of the residual heat removal system will be provided.

As required by the Technical Specifications, all control rods will be fully inserted into the core and the refueling interlocks will be operable prior to reloading fuel.

l The current schedule is the following:

Fuel reloading June 1 - 11 Core verification June 11 - 12 RPV reassembly June 12 - 17 Set up for hydrostatic test June 17 - 19 Perform hydrostatic test June 19 - 23 One of the principal elements in the station plan for recovery from the Shutdown Order is special non-technical training for operations personnel.

We may, therefore, decide to halt after one of the major steps listed above in order to begin the special operator training program.

We will not, however, continue with any major steps beyond the completion of the hydrostatic test; i.e.,

the conduct of the Integrated Leak Rate Test and the Loss Of Power Test, until we have completed the special operator training program.
