This Amendment to BAREBOAT CHARTER (herein called the

" Amendment"), dated the 14 day of July 1986, between the UNITED Is STATES OF AMERICA, acting by and through the SECRETARY OF TR1NSPORTATION, as represented by the MARITIME ADMINISTRATOR (herein called the "Swner"), and the PATRIOTS POINT DEVELOPMENT AUTHORITY, organized and existing under the laws of the State of sii'

WITNESSETH WHEREAS:

1. The Owner and the Charterer entered into the  ;

1 Agreement on July 14, 1981, and,

,) 2. The Secretary of Transportation was substituted for

the Secretary of Commerce by operation of law (Pub. L. 97-31, 9

August 6, 1981) for all purposes of the Agreement, and,

t ev this Amendment to permit the Charterer the continued use of the Vennel for a further five (5) year renewal period as a stationary

NOW, THEREFORE, the parties hereto agree as follows:

I. The title " Secretary of Commerce" is deleted wherever it appears in the Agreement, and the title " Secretary of Transportation" is substituted therefor.

II. In accprdance with CLAUSE 3 of the Agreement, the Agreement is hereby renewed and extended for a first five (5) year period, from July 14, 1986, to July 13, 1991, both dates inclusive. During this period all applicable requirements of Nuclear Regulatory Commission License No. NS-1 and amendments thereto, issued with respect to the Vessel for its intended use by the Charterer, shall remain in effect and shall be fulfilled by the parties to this Agreement.

III. The Owner's designee in CLAUSE 20 is hereby revised to read:

Except as herein expressly provided, the Agreement shall remain in full force and effect during the first said renewal period, and by execution of this Amendment each of the parties affirms all agreements, warranties, certifications, and obligations as set forth in the Agreement for the said renewal period.
