OVERVIEW t

During the month of August, dischar paths 001 (main circulating pumps),ges were made from discharge 001-A, 001-8, 001-D, 001-E, 001-F, 001-G, 001-H, 001-J, 001-L, 002, 003, and 004 No discharges were made from discharge paths,001-C, 001-I, 001-K, nor 005-013.

Chemical, radiochemical, and toxicity' analyses were performed in accordance with chemi:a1 analysis procedures contained in the Diablo Canyon Power Plant, Units 1 and 2 Plant Manual, Volume 8, 4

by State approved laboratories, or by laboratories approved by the Regional Board staff.

"Two chlorination events during August required Regional Board staff notification. On August 16, 1986, one chlorine sample, for Circulating Water Pump (CWP) 1-2, exceeded the 200 ppb limit by 10 ppb. The average of the grab samples for the day is reported on the Q-2 form.

i Operations has been instructed to reduce chlorination to 80 percent of the previous values utilized. This ection further assists in staying within limits during chlorination.

On August 23,1986, the 1200 hours0.0139 days <br />0.333 hours <br />0.00198 weeks <br />4.566e-4 months <br /> chlorine sample for CWP 1-2 was not collected due to personnel error. The other-chlorination samples were within specification, and.it is believed no limits were exceeded. A letter has been sent to the L

appropriate personnel to affect the schedule of chlorination times, and instructions that the Chemistry General Fore: nan should be informed if that schedule is to be changed.

j On August 29 and 30, 1986, the Turbine Building Sump overfl. owed i

directly to Discharge 001 without. passing through the oily water separator (001-F). The sump pumos were out of service at this i

time due to maintenance activity. A temporary sump pump was not j

able to handle the flow and maintain the sump-level. On the L

August 29, approximately 75 gallons overflowed and sampling and

{

analysis for nonfiltrable residue (NFR) and grease and' oil were i

performed. Results confirmed that the concentrations of NFR (20mg/1) and grease and oil (<3mg/1) remained below Discharge t

i 001-F daily maximum limits.

The August 30 overflow was of such snort duration that samples were not obtained. Visual inspection l

indicated no oil carryover.

I-On August 10, 1986, during the first heat treatment of the Unit 2.

saltwater cooling system, some heated saltwater entered the 1

Intake Cove. Both the Unit 1 and thit 2 Auxiliary Saltwater system ( ASW) were demusseled by cross-tying to the Unit 2 forebay I

which was at the demusseling temperature. The screenwash system (Discharge 003) was not demusseled during this operation. The i

duration of exposure at the elevated temperature, during heat treatment of Conduit 2-2, lasted 1.5 hours5.787037e-5 days <br />0.00139 hours <br />8.267196e-6 weeks <br />1.9025e-6 months <br /> due to operational constraints which precluded attaining optimal treatment i

temperature, and to problems which arose with the traveling j

screens while the plant was at temperature. At no time did the i.

I.

daily average temperature difference between the intake and discharge exceed limits. PGandE is continuing to investigate demusseling strategies to minimize heat treatment discharges.

Due to biofouling, the seawater supply line to the Biology Laboratory.and Reverse Osmosis Unit was demusseled during demusseling of Conduit 2-2.

Seawater was routed from the 2-2 forebay, through.one of the paired laboratory supply lines, and back through the other paired line to a temporary flexible pipe which discharged to the 2-2 forebay. During this process, seawater at approximately 90 degrees F was released to the back of the Intake Cove through an aeration valve which was t

inadvertently left open.

Near the. end of the demusseling period, a small fissure in the flexible connector resulted in a discharge of seawater at approximately 95 degrees F to the Intake Cove adjacent to the east side of the intake structure. At the termination of demusseling, a rupture in the 8-inch supply line to the laboratory caused the discharge of several thousand gallons of ambient temperature seawater to the back of the Intake

Cove.

The sites of the above mentioned discharges have been inspected for environmental effects. At no location were mortalities of marine organisms observed. No observable effects of the accidental discharges were seen at any location.

SUMMARY

OF MONITORING PROGRAM A.

Monitoring of Plant Influent and Effluent 1.

Results of monitoring of plant influent and effluent in August are reported on Form Q-2's found in Appendix 1.

A static bioassay of Discharge 001 is performed quarterly in January, April, July, and October.

B.

Monitoring of Receiving Waters 1.

Ecological Studies at Diablo Canyon Ecological studies in accordance with the Thermal Effects Monitoring Program (Provision D.4) continue.

2.

Sediment Analysis Analysis sediment samples collected August 15, 1986, is presented in Appendix 2.

3.

Aerial Photography of Kelp Beds Aerial photography (infrared film type 2443) of kelp beds in the vicinity of Diablo Canyon is required in February, June, and 0/,tcber.

Stratified Water Temperatures Stratified water temperatures are measured in February, June, and October.

Incident Light Measurements Incident light measurements are reported quarterly.in the reports submitted in January, April, July, and October.

In situ Bioassay Results of the Mussel Watch program will be reported to the Board directly from the California Department of Fish and Game in their periodic report for this program.
