Enclosed is a certified copy of a Resolution passed by the Council of the City of Berea, Ohio, at a regular meeting held on November 17, 1986, entitled:
RESOLUTION NO.86-127 URGING GOVERNOR CELESTE TO WITHHOLD HIS APPROVAL OF THE EMERGENCY PLAN FOR THE PERRY NUCLEAR POWER PLANT UNTIL SUCH TIME AS THE SAFETY OF THE CITIZENS OF THE CITY OF BEREA HAS BEEN ASSURED.
This legislation is being sent to you in accordance with Section 2 of said Resolution and, although the matter is now under legal advisement, to show the Council's strong concern for this issue.

MIEREAS, cost overruns for the Perry Nuclear Power Plant have exceeded original estimates by billions of dollars to be paid for both by business and residential customers with rate increases estimated at 30-60%; and WilEREAS, the January 31, 1986 earthquake has called into question the suit-ability of the Perry Plant's site and overall design; and there needs to be a t,horough re-evaluation wf tiie seismology and geology of the area by scientists independent of the nuclear industry; and l
t WlEREAS, there has never been a full scale test of the emergency plans re-garding the Perry Plant and the ten-mile radius of the present evacuation plan has not been proven sufficient as a safe tuffer zone; and it is highly unrea-sible to safety evacuate the people of Northeast Ohio in the event of an acci-I dent at the Perry Plant; NOW, TilEREFORE, DE IT RESOLVED by the Council of the City of Deres, State f
of Ohio:
l SECTION 1.
That this Council does hereby urge Governor Richard F. Celeste I
to withhold approval of the emer6ency evacuation plan for the Perry Nuclear Power Plant urtil such time as the safety of the citizens of the City of Derea has been assured under such emergency plan.
SECTION 2.
That the Clerk of Council be, and she hereby is, authorized and directed to forward a certified copy of this Resolution to Governor Richard F.
Celeste, the Nuclear Regulatory Commission, the Public Utilities Commission of l
Ohio, and the Mayor and Council of the cities of Day Villa 6e, Brook Park, Fairview Park, Lakewood, Middleburg lieights Rocky River, Strongsville, and Westlake, and such other interested parties as the Clerk may deem appropriate.
SECTION 3.
That this Resolution shall take effect and be in force immedi-l ately upon its passage and appruval by the Mayor.
