NPF-4 NPF-7 Gentlemen:

VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNITS 1 AND 2 PROPOSED TECHNICAL SPECIFICATION CHANGES Pursuant to 10CFR50.90, Virginia Electric and Power Company requests an amendment, in the form of changes to the Technical Specifications, to Operating Licenses Nos. NPF-4 and NPF-7 for North Anna Power Station Units 1 and 2.

The proposed amendment would modify Technical Specifications 3/4.6.3, Table 3.6-1 to:

a.

correct an inconsistency between our response to NUREG 0737 and the Unit 2 Technical Specifications with regard to the isolation signal for the containment instrument air system.

At present, instrument air isolates on a Phase B signal in Unit 1 and a Phase A signal in Unit 2.

This request will change the containment isolation signal in Unit 2 from Phase A to Phase B in compliance with NUREG 0737.

b.

place the hydrogen recombiner containment isolation valves for both units under administrative control in order to permit functional testing in Modes 1 through 4.

,determined that this change does not present an unreviewed safety question as defined in 10CFR50.59 and does not involve a significant hazards consideration as defined in 10CFR50.92.
