otherwise discussed in the Recommended Decision. See Recommnded Decision p. 11 & n. 6. Alternatively, the Board could list all addressees of its letter in such an Appendix er Finding, and allow the reader to determine which addressees have been exonerated.

The Board properly exonerated "any addressee of our letter whom [it did] not discuss in this opinion" (id.);

it would be useful to those persons, as a matter of reputation and for employment purposes, if they were to be listed by name. Numerous Employees are not aware that the list of addressees of the Board's December 31, 1985 letter is available to the public, and even if such a list is available, it would be far more convenient and formal for the Board to make such a list a part of its Recommened Decision. This is particularly true because of the restriction on employment that has resulted for some persons as a result of this controversy.

WHEREFORE, Numerous Employees respectfully request that the Board clafify its Recommended Decision and make the modifications thereto described herein.

Respectfully submitted, Of Counsel: LeBOEUF, LAMB, LEIBY & MacRAE MICHAEL F. McBRIDE ROBERT ST. JOHN ROPER By ewbr W
