Background.
PROTEUS is authdrized by reference (a) to use cer-tain radioac tive ma terials on PROTEUS and tended units and in areas where PROTEUS is opera ting.
In the course of exercising this authorization some of these ma terials are shipped to and from civil-

ian suppliers who are likewise licensed by the Nuclear Regula tory N
Commission to provide these ma terials.
Reference (b) requires the development of a program to e s tablis h, main tain and exec u te a quality assurance program satisfying each of the applicable cri-teria specified in reference (b), Subpart H,. Quality Assurance, (R
and sa tisfying any specific provisions which are applicable to the Licensees ac tivitie s, including procurement packaging.
Enclosure (1) provides these quality assurance procedures.
4.
Scope.
This instruction applies to all radioac tive ma terials covered by reference (a).
As an end user, it is not in tended tha t PROTEUS engage in the manuf ac ture or al te ra tion of shipping pack-ages.
Rather, this program is designed to ensure tha t the qua li ty of shipping packages received is as initially certified by the supplier and is main tained while such packages are in the custody of PROTEUS.
This ins truc tion is not to be c ons trued, in'any case, as a relaxation of the requirements in reference,(a) or other directives of higher authority.
5.
Responsibilities.
The Radiological Con trol s Officer (RCO) and Radia tion Saf e ty Of ficer (RS0) have received the major portion of document responsibilities.
They are tasked with audit requirements to ensure periodic evalua tion of their organiza tion and its S

This proceture.1 1 s n :sttows the RSO to serve as da o log ra p hic Ma te r ia l Packaging Qua L ity Assurance (RNPQA) i Officer, but place s additional document ma in tenance and audit responsibilities upon him if this be the case.
Auditors with no direct responsibilities for licensed ma terials mus t be certified to conduct semiannual and receip t/ shipping audits.
Their independence from by-produc ts ma terial re sponsibilities is crucial to the suc-cess of the RMPQA Program.
