1 ENCLOSURE 1 NOTICE OF VIOLATION Georgia Power Compeny Docket No. 50-424 Vogtle License No. DPPR-108 During the Nuclear Regulatory Commission (NRC) inspection . conducted on September 29 - October 3,1986, a violation of NRC requirements was identified.

The violation involved failure to protect permanent plant equipment. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1986), the violation is listed below:

10 CFR 50, Appendix B, Criterion XIII, as implemented by FSAR Chapter 17, Section 17.2.13, requires that measures be established to control storage and preservation of equipment in accordance with work and inspection instructions to prevent damage or deterioration. When necassary for particular products, special protective environments, such as inert gas atmosphere, specific moisture content levels, and temperature levels, shall be specified and maintained.

Georgia Power Company (GPC) Nuclear Operations Procedure SUM-22, Rev.12

" Maintenance Work Orders", Sections 6.6.4 through 6.6.6 requires that:

During equipment repair or testing when cover removal is necessary, a "GP TESTING IN PROGRESS" sign will be filled out by the responsible foreman and placed on the equipment and remain until testing or work is complete. See Figure 3.

Individuals performing the equipment testing or work will be responsible for recovering and sealing the equipment.

When equipment is left unattended, doors or covers will be restored to protect the equipment.

Contrary to the above, on October 2, 1986, activities were not accomplished in accordance with the above in that uncontrolled water leakages occurred at various locations and elevations within containment, including uncontrolled leakage into uncovered and powered electrical instrumentation penetrations Nos. 46, 47, and 48. The penetrations were left unattended without covers or a "GP TESTING IN PROGRESS" sign.

This is a Severity Level IV violation (Supplement II-0) Unit 1 only. ,

Georgia Power Company 2 Docket No. 50-424 Vogtle License No. DPPR-108 Pursuant to the provisions of 10 CFR 2.201, Georgia Power Company is hereby required to submit to this Office within 30 days of the date of the letter transmitting this Notice a written statement or explanation in reply including:

(1) admission or denial of the violation, (2) the reason for the violation if

-admitted, (3) the corrective steps which have been taken and the .results achieved, (4) the corrective steps which will be taken to avoid further viola-tions, and (5) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.
