- COOLING TOWER TEST PROGRAM On May 13, 1987, a meetin

Handouts distributed at the meeting are included in Enclosure 2.

The pre-operational test program for Byron 2 was not able to demonstrate that the ESW cooling towers had sufficient heat removal capability to meet their design basis. The licensee, in a letter dated January 14, 1987, committed to conduct performance testing of the ESW cooling towers. The licensee established a contract with Environmental Systems Corporation (ESC) on January 15, 1987 to conduct-the necessary tests.

1 During the meeting, ESC described to the NRC, and its consultant from Idaho {

National Engineering Laboratory, the tests that ESC intends to conduct on the l ESW cooling towers. The tests are expected to take about three weeks, with completion anticipated for early June 1987.

At the conclusion of the meeting, the NRC and its consultant stated that they saw no reason to discourage. ESC from running the tests as proposed and that

-the NRC would closely monitor the test results. In addition, the NRC consultant suggested that the licensee should perform additional analyses, taking credit for the moderating effect of the water stored in the cooling tower basin, to justify plant operation with higher wet bulb temperatures t than those committed to in the January 14, 1987 letter. In the Janua ry .14,1987 letter, the licensee committed to place one. unit in cold shutdown if the wet bulb temperature exceeds 75 F (65 F with a tornado warning). This committment was the subject of a license condition (Item A, Attachment 1 to the January 30, 1987 full power license for Unit 2).
