Dear Coannissioner,

We are writing to request an tamediate public hearing on the j '

operation of the Vermont Yankee Nuclear Station in Vemon, Vf. and the Yankee Atomic Plant in Rowe .Mg As Massachusetts citiaens, we live closer to the Vemont plant than most citisens of that state.. The Rowe plant sits within our own FrarAlin County. Therefore, as citisens of this great nation, we are entitled to such a hearing to have our many questions about thees two plants answered.

Serious questions he.ve been raised about the Vement Yankee plant in both design and the competency of its management. We demand to have them answered. T The Yankee Atomic Plant in Rowe, as you know is the oldest operating coamercial reactor in the United States. You may not be aware that it is the only above ground reactor in the nation. Built in the 1950's before we knew the importance of underground containment, it stands literally as a " ball on stilts".

The Soviet Nuclear Disaster gave alot of publicity to the need for adequate underground containment. New, our neighDors have oegan to call the Rowe plant "Chernobyl Yankee" because it is the only plant in America without such an underground containment.

I will remind you that your own Robert Purple of tne U.S. Nuclear Regulatory Commission said on May 20, 1931:

"Being an old plant, if tne present design of Yankee Rowe wes drawn up on a piece of psper and subreitted to the N.R.C., it's not likely that .

they would recieve a license today".

g This statement is a matter of public record. The transcripts appear in the Yankee Atomic Public Document Room at the Cruenfield Communi4.Cellege Library.

We request that this hearing be held not in Vemont - but in Greenfield Massachusetts, our co sty seat. We would be happy to s d e arrangements for a hearing room in Ahe Franklin County Courthouse or some other location.

. Copies of this letter are being sent to our friends: U.S. Rep. Silvio

0. ' Conte ano United States Senators John P. Kerry and Edward M. Kennedy. We request an immediate response and a bear 2ng rithin the next 30 days.

Sincerely,
