Dear Mr. Stolz:

Pursuant to the Federal Register /Vol. 51, No. 149/ Monday, August 4, 1986/ Rules and Regulations the District is hereby submitting four (4) copies (numbered 2, 3, 4 and 5) of proposed changes to the District's Rancho Seco Security Plan which is identified as Amendment 13 for your review and approval. Included in Amendment 13 are changes pursuant to 10 CFR 50.54(p), which have been provided to the Regional Administrator of Region V. Also included is our Security Analysis Report; the Description of the Change, the Reason for the Change, the Evaluation and Basis for our Findings and the No Sionificant Hazards Evaluation.

i Proposed Amendment 13 changes submitted in the Security Plan are indicated as follows:

1 1. The changes directed by the Federal Register /Vol.

51, No. 149/ Monday, August 4, 1986, to be approved by NRC Headquarters are indicated by the number 13 in parenthesis. These items are designated by a parenthesis on the Security Analysis Report numbers and also found on pages 1-8, 3-8, 3-10 and 11, 6-2 and 6-6.

2. The changes that were made pursuant to 10 CFR 50.54(p) to be evaluated by NRC Region Five are indicated by a revision bar and the number 13.
3. Items in the Security Analysis Report numbered 24, 47, 48, 50, 52, 55, and 78 are not changes to the Security Plan, but are addressed as required by 1

the Federal Register /Vol. 51, No. 149/ Monday, August 4, 1986.

The enclosures contain information of the type specified in 10 CFR 73.21, which require protection as safeguards Information. Questions in regard to Amendment 13 changes should be directed to Don Ross (209) 748-2714.
