I *, o APPENDIX A NOTICE OF VIOLATION Gulf States Utilities Docket: 50-458/87-11 River Bend Station License: NPF-47 During an NRC inspection conducted on April 13-17, 1987, a violation of NRC requirements was identified. The violation involved the failure to perform liquid radwaste dose projections in accordance with the methodologies and parameters in the Offsite Dose Calculation Manual (0DCM). In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions,"

10 CFR Part 2, Appendix C (1986), the violation is listed below:

Failure to Use ODCM Methodology to Project Doses Technical Specification 3/4.11.1.3 states that doses due to liquid releases to unrestricted areas shall be projected in accordance with the methodology and parameters in the ODCM. This requirement is implemented by the use of the licensee's Surveillance Test Procedure (STP)-511-8208.

Contrary to the above, the NRC inspector determined on April 15, 1987, that calculations performed using the format in STP-511-8208 during the period July 1986 through March 1987, did not agree with the methodologies specified in the ODCM.

This is a Severity Level V violation. (Supplement I)(458/8711-01)

Pursuant to the provisions of 10 CFR 2.201, Gulf State Utilities is hereby required to submit to this office within 30 days of the date of the letter transmitting this Notice, a written statement or explanation in reply, including for each violation: (1) the reason for the violation if admitted, (2) the corrective steps which have been taken and the results achieved, (3) the corrective steps which will be taken to avoid further violations, and (4) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.
