Mr. Robert Martin, Regional Administrator Nuclear Regulatory Commission Region IV 611 Ryan Plaza Drive, Suite 100 Arlington, Texas 76201 Dear Mr. Martin My letter to you dated December 18, 1986, informed you of Nebraska Public Power District's Fitness for Duty Program and its applicability to all individuals who are authorized to have unescorted access to Cooper Nuclear Station.

I also sent you a letter dated January 14, 1987, stating that the provisions of the Fitness for Duty Program will be applicable to NRC personnel and their representatives beginning June 18, 1987.

The Nuclear Power Group Notice 3-87 is being used to remind all personnel requiring unescorted access to Cooper Nuclear Station of the June 18, 1987, date. A copy of the Notice is enclosed for your information and use as you deem appropriate.

If you have any questions concerning the District's Fitness for Duty Program or its implementation, please let me know.

May 13, 1987 NPG NOTICE 3-87 TO: All Personnel Requiring Unescorted Access to CNS

SUBJECT:

NPG Fitness For Duty Program: Applicability References (a) NPG Directive 2.3, "NPG Fitness For Duty Program"Section II A of reference (a) states, the Fitness For Duty Program is applicable to all NPG employees and other personnel who perform work related to the District's Nuclear Program.

Accordingly, effective June 18, 1987, all contractors, consultants, vendors, NRC personnel, inspectors, agents or other non-District personnel with unescorted access to CNS will also come under the requirements of the Fitness For Duty Program which includes testing for drugs. Note that this includes those' individuals that had unescorted access to CNS prior to the implementation of NPG Directive 2.3 and who were " grandfathered" for a six-month period.

In order to ensure continuity of unescorted access these individuals should make every effort to have a drug test completed prior to June 18, 1987. Arrangements can be made by contacting the CNS Security Office.

1 Contractors and consultants, etc., may develop their own drug testing programs. However, these programs must comply with NPPD requirements and must be approved by NPPD prior to being implemented.

Effnetivo Date: This NOTICE is effective upon receipt.

Expiration: This NOTICE will remain in effect until cancelled or superseded by a subsequent NOTICE on the same subject.

This NOTICE should be filed in the NUCLEAR POWER GROUP DIRECTIVES MANUAL.
