50-328 SEQUOYAH NUCLEAR PLANT - DETAILED CONTROL ROOM DESIGN REVIEW As required by the June 15, 1984 letter from E. G. Adensam of the NRC to H. G. Parris regarding " Issuance of Orders Confirming Licensee Comitments on Emergency Response Capability," and in accordance with the requirement for implementation specified in the unit 2 operating license condition 2.C.(16).d and unit 1 operating license condition 2.C.(22).C, enclosed is a two-volume summary report for the detailed control room design review (DCRDR) performed for Sequoyah. The proposed corrective actions for each category of human engineering deficiencies are identified in Appendix A to volume 1 of the summary report. A schedule for implementation of the modifications and corrective actions for each category of human engineering deficiencies for each unit is provided in section 3.5 of volume 1.

The implementation schedule provided in the enclosed sumary report is based l

on unit outage dates, and completion of the work by these outages will depend on material availability as well as unforeseen design problems. As the equipment is being installed, changes may result in minor variations in the location of equipment as depicted on the drawings in the DCRDR files being retained at Sequoyah. However, if such changes are made, each change will have the proper evaluations including human factors.

Additionally, our ability to complete these changes as scheduled in the enclosed summary report is also affected by the timely review of and response to the summary report.
