Geotechnical Engineering Technical Evaluation Memorandum (TEM) for Review of Shiprock Remedial Action Plan In response to your TAR No. WM-86513, WMEG has' reviewed change No. 15 that has been proposed by the DOE to the Shiprock Remedial Action Plan (RAP). The change is concerned with the evaluations of liquefaction potential and dynamic stability of the remediated tailings embankment for the revised seismic design criteria. WMEG reviews of-these items were documented in references 1 and 2, and the remediated tailings embankment was found to be safe against both liquefaction type failure and dynamic instability in the event of the occurrence of the maximum credible earthquake (Design Seismic Event). WMEG has reviewed and agrees with the proposed changes to the RAP, and also suggests the following additional minor changes.

(1) Page 68, Section 10.0, Subsections II.B.The method of stability analysis should be identified as the pseudostatic stability method.

(2) Page 69, Section 10.0, Subsection II.D, paragraph 3, line 1 -

The seismic coefficient is 0.13, and not 0.13g.
