Subject:
request for inspection tour ANO-Unit I tamachant Ikdatms
Dear Mr. Martin:
d Elartricnt Wahrs In at We have been advised by a nuuher of former ANO plant mainten-
- m ct,a ance workers that the turbine building area containing the Unit 1
[l""I power generating systeu exhibits high levels of radioactivity during outages when maintenance work is underway.
- o.,,,,.
rwyte's in an Arkansas Gazette newspaper story recently. Arkansas
g Power and Light Co. executives have been quoted as denying this 3
awmm ee allegation, stating that there were some small leaks some t i ra e ago, but they were " cleaned up" and the problem is over.
hwwwd The plant design calls the turbine building non-radioactive,
$"","..,n,,=
tir ia and Mark Smith of the Arkansas State llealth Department Radiation Control office says they assune the building is non-radioactive.
$T'M This is particularly important because of the absence of structural containment or control of radioactive releases to the environment Ofic a from this building, asasa
$*te The American Physical Society and the Union of Concerned tman a Scientists have informed us that the persistent presence of radio-Lut1m trk act(vity in this area could indicate the possibility of the rup-ture of some of these leaking high pressure steam tubes that could 3 w,,,,
o tet be very serious in ecue of a 1.o s s of Coolant Accident, contributing Ct="o to the chance of a grave reactor " event."
Altlassa There is a great need to resolve these rumors and concerns, for us.,,,,
latic the benefit of all concerned. We cannot do this without your help.
Ibli'T We respectfully request that the NRC arrange for a surprise inspec-tton of the ANO-Unit I turbine deck, immediately after the unit is ah shut down late in Augunt 1986.
We ask that the group include W==n'a reprenentatives of the former plant employees, representatives of h"Mt the Arkansas Governor'n office and Health Departnent officials, and no nore than three persuas frou our group, including a nuclear
- natuta, rir lwa safety engineer. Uc would hope that this inspection could conclude A a"81c wit h an " exit" conference to discuss conclusions that we hope will clear the air about these concerns.
Iwa 1
It appearn that thin would need to be arranged within the next atx weeks or 80 to be efIertive.
Uc wiII appreclate your considera-i tion of this request.
Very truly yours, g h 1g*y 06091103.'? 060903 PDR ADOCK OD000313 0
