Mr. J. Nelson Grace The Georgia Power Company wishes to submit the following information concerning the violation identified in your inspection report 50-424/86-39 and 50-425/86-19:
Violation 50-424/86-39-03, 50-425/86-19-03, " Failure to Follow Procedures for Control of Welding Consumables" - Severity Level IV.
Georgia Power Company acknowledges the violation as identified in the USNRC inspection report.
The violation resulted from a failure by responsible personnel on duty during the weekend of April 26-27, 1986, to properly fill out a material requisition for welding consumables.
The requisitioning and issuance of welding consumables are governed by Georgia Power Company (GPC) field procedure MD-T-12 and Pullman Power Products (PPP) procedure VIII-3.
The primary function of the material requisition for welding consumables is to provide a traceability record for the material from the time it is released from the GPC warehouse until it is received and placed in stock at the contractor's welding material distribution center.
PPP welding material distribution centers normally maintain adequate supplies of welding consumables to support weekend work.
Restocking is routinely accomplished during the week when personnel experienced in this function are on duty.
On the weekend of April 26-27, 1986, vendor representatives were on sitt f to perform repairs to two valve bodies requiring the use of E309L-16 welding electrodes.
The material requi!.ition for the electrodes was processed by personnel who do not normally perform this function.
It should be noted, however, that these personnel were experienced in the control of welding material distribution from the welding material distribution center.
A review of the rod tickets used to obtain the electrodes for the valve body repairi concluded that proper control was maintained.

The certified material test reports for the subject E309L-16 elec-trodes were reviewed and it was confirmed that the electrodes were quali-fled for the work in which they were used, To prevent further violations, GPC procedure MD-T-12 has been revised to clarify approval requirements for welding material requisitions.
An authorization list has also been developed to specify, by name, personnel authorized to approve requisitions for welding consumables.
In addition, appropriate GPC mechanical engineering and warehouse personnel and appropriate PPP personnel are being retrained in project procedural requirements for the requisition, issue, and stocking of welding consumables.
The retraining is expected to be completed by September 24, 1986.
