SUBJECT:

ILLIN0IS POWER COMPANY, CLINTON UNIT 1 STATUS OF PREPAREDNESS FOR LICENSING (94300)

This is the ninth memorandum forwarded to you in accordance with IE MC 94300 to provide information on the preparedness for licensing of Clinton Unit 1.

Enclosures 1 through 4 include items requiring inspection and resolution before a finding of readinass for operation can be endorsed by Region III. The categories used are consistent with those used by the applicant. Illinois Power has a fuel load date of September 21, 1986.

During an inspection by Region III of three maintenance and modification packages it was determined that adequate post maintenance / modification tests had not been conducted by the applicant to reverify system performance.

The applicant is conducting audits of 129 modification packages to determine the extent of post modification testing that may be required to reverify preoperational test results. Region III will evaluate results of the applicant's audit findings. This matter may influence the applicant's date for fuel loading.

Region III considers September 21 a legitimate date for a licensing decision contingent upon satisfactory resolution of the issues presented above and in the enclosures to this memo.

  • There are a total of 125 outstanding NRC items at Clinton. Most outstanding items are expected to be closed by fuel load; however, some items have been deferred and are reported as such in this report. It is anticipated that other items will be deferred and will be reported as such in updates of this report.
1. Open, Unresolved, and Enforcement Items (107 Total)

Attachment 1 to Enclosure 1 lists the items that must be closed prior to fuel load; there are 52 open items, 6 unresolved items, and 10 enforcement items.

Attachment 2 to Enclosure 1 lists the items that must be closed prior to initial criticality; there are 4 open items.

Attachment 3 to Enclosure 1 lists the items that will be closed prior to exceeding 5% power; there are 20 open items, and 2 unresolved items.

' Attachment 4 to Enclosure 1 lists the items that will be closed some time -

beyond power operation; there are 12 open items, and 1 enforcement item.

2. Deficiency Reports - 10 CFR 50.55(e) and Part 21 Reports (11 Total)

Attachment 5 to Enclosure 1 lists the reports that must be closed prior to fuel load; there are 7 Part 50.55(e) reports, and 3 Part 21 reports.

Attachment.6 to Enclosure 1 lists the reports that will be closed some time beyond power operation; there is 1 Part 21 report.

3. IE Bulletins and Circulars (7 Total)

Attachment 7 to Enclosure 1 lists the items that will be closed at sometime beyond power operation; there are 7 bulletins.

4. Open Allegations (13 Total)

There are currently 13 open allegation files that are assigned to Region III staff. Inspections of these allegations are either in progress or have been scheduled. Closure of the allegations will depend on the outcome of the inspections and acceptance of the licensee responses /

actions if any are required.
