Dear Mr. Martin:

As you may recall, in November of 1986 I communicated with you regarding the initiative drive that had commenced in the Sacramento area to shut down the Rancho Seco Nuclear Generating Station.

On Monday, April 27, approximately 50,000 signatures were delivered to the Secretary of the District's Board of Directors. For your information, I have enclosed a copy of the initiative petition and its proof of publication.

In order for this initiative campaign to be successful, the petitioners are required to have obtained 25,200 valid signatures. These signatures must be verified within ten days by the Secretary to the District's Board of Directors. If these signatures are proved valid, the District's Board of Directors has three options available to it:

1) Adopt the petition;
2) Call for a special election by the voters in the District; or
3) Combine the initiative with the next general election, which is November, 1988.

Since I believe the electorate will now be addressing this issue, I am recommending to the Board that this initiative be combined with the general election.
