2. Exit Interview The inspection scope and findings were summarized on August 6,1986, with those persons indicated in Paragraph 1 above. The licensee did not identify as proprietary any of the materials provided to or reviewed by the inspector during this inspection.

(Closed) 70-1201/85-04-01: (VIO) Failure to submit an effluent report to the NRC for the period July 1,1984, through December 31, 1984, specifying actual quantities of radionuclides released during that period. Licensee representatives stated that the cause of the incorrect data being used was that someone picked up the wrong printout. The inspector reviewed the corrected report and determined that the correct data appeared to have been used.

4. RecordsandReports(88035) 10 CFR 20.106 requires the licensee to limit discharges to less than the limits specified in 10 CFR 20, Appendix B Table II, when averaged over a period not greater than one year. 10 CFR 70.59 requires the licensee to submit a semiannual report to the appropriate NRC Regional Office specifying the quantity of each of the principal radionuclides released to unrestricted areas in liquid and gaseous effluents during the previous six months of operation.

The inspector reviewed the licensee's semiannual effluent reports for the periods of January 1985 through June 1985, July 1985 through December 1985, and January 1986 through June 1986, The inspector also reviewed the Quarterly Gaseous Discharge Reports for the first and second quarters of 1986, the Monthly Liquid Release Reports for Januar and the Liquid Effluent Work Sheets (8atch Release) for January y through throughJune Juneof 1986, of 1986. Releases were below MPC levels as specified in 10 CFR 20, Appendix 8. Table II, Columns 1 and 2.

3 The inspector examined records of the Sample Exchange Program conducted with the Naval Nuclear Fuel Division for the fourth quarter of 1985, and the first quarter of 1986. Records of plateau determinations, . efficiency calibrations, background checks, source checks, and trend charts for 1985, for the Ludlum 20A, Ludlum M-1000, NMC PC-117, and HMC PC 4 systems were reviewed. Portable instrument calibration records for 1985 through ,early August 1986 were also reviewed.

No violations or deviations were identified.

5. Audits (88035,88045)

Procedure AS-1125, " Health Safety Audits," specified that Quarterly Nuclear Safety and Health Physics Audits, Weekly Health - Safety Audits, and Health Safety Daily Inspections will be conducted.

The inspector reviewed the Quarterly Health Physics Audit Reports and the Quarterly Nuclear Criticality Safety Audit Reports for 1985, and through the first half of 1986. The inspector also reviewed the Health-Safety Weekly Audit Reports for the period from June 7, 1985, through July 24, 1986.

No violations or deviations were ident1fied.

6. Procedures (88035, 88045)

Section V, Conditions, Paragraph 6.5, Procedure Control, of the license application requires the licensee to establish, maintain, and implement written procedures for the conduct of specific operations, including maintenance and development of work within the plant, nuclear and radiological safety, and quality control. 4 AS-1131, Calibration and Maintenance of the Plant Criticality Alarm System, Revision 1, January 17, 1986 AS-1132, Radiation Protection Byproduct Material (Excluding Sealed Sources), Revision 0, November 25, 1985 The inspector noted that the procedures were being reviewed, updated, and approved as required in the referenced section of the license application.

No violations or deviations were identified.

7. Liquid and Airborne Effluent Sampling, Analysis, and Control (88035)

The inspector examined the facilities and sampling gear used for the determination of radioactivity in liquid and airborne effluents. This examination included a tour of the plant, specifically observing the sampling stations and the counting laboratory. The inspector noted that the differential pressure monitors associated with the controlled area effluent HEPA filters were operable and within the established limits.

Two liquid effluent control tanks permitted sampling and analysis of the tank contents prior to release. The inspector and licensee representatives examined these tanks which are located in the liquid waste retention tank building. The procedure for liquid effluent control included steps for air sparging to mix the tank contents, sampling and analysis of contents, preparation and approval of release permits, and proper valve lineup for release.
