Results: Both candidates passed.

3. Exit Meeting At the conclusion of the simulator examinations, the examiners met with Mark Carnahan and Ray Landrum, representatives of the Zion Training Department, to discuss generic observations made during the exaninations.

The following issues were discussed:

a. During one Anticipated Transient Without Scram (ATWOS), an examinee functioning as the Balance of Plant Operator did not attempt to manually scram the reactor. Though this requirement is not specifically mentioned in Zion's ATWOS procedure, FR-S.1, both Zion Training Departnent representatives stated that it was understood by the operators, and implied in the procedut e, that an attempt to manually scram the reactor should be mcde both at the reactor and turbine panels. Procedure FR-5.1 should be revised to specifically require that an attempt to manually scram the reactor be made, both at the reactor and turbine panels, in case of an ATWOS.

b. Communication between the Senior Reactor Operator and the Shift

Engineer, NRC, and Load Dispatcher during abnormalities was poor.

c. The examinees never checked annunciator response during shift change.
