Dear Mr. Boyer:

This follow-up letter is made pursuant to Part A Section 3Cid of the subject NPDES permit and per your request. Telephone notification of this unanticipated bypass was made to you on October 30, 1986 The Limerick Sewage Treatment Plant was removed from service on October 26, 1986 for maintenance for approximately six weeks.

During the maintenance period, a vendor company was contracted to remove raw sewage from the Limerick site. Approximately 40,000.

. gallons per day were being removed. On October 28, 1986 the last truck load was removed at approximately 4:00 p.m.

At 2:00 a.m. on October 29, 1986, the plant operator reported that one of the Sewage Treatment Plant holding tanks was overflowing. This situation did not exist prior to 10:00 p.m. on October 28, 1986. Shift Supervision responded by permitting sewage flow to the Sewage Treatment Plant at 2 :30 a.m. The spill was stopped by allowing the sewage flow to be contained in the Sewage Treatment Plant aerobic digesters.

In an effort to determine the extent of the sewage spill, fecal coliform samples were collected on October 29, 1986 in five areas believed to have been affected. High fecal coliform results were found on the road in front of the holding tank and at the discharge of a storm drain leading into the Possum Hollow Creek. Sample results downstream of the discharge pipe indicated only 4 colonies per 100 milliliters. p dI B612020494 861120 h PDR ADOCK 05000352 i O S PDR i

-The estimated volume discharged over'the:four and a half hour period was one_thousand to two thousand gallons.. To prevent future occurrences, a high level alarm has been installed on'the holding tanks.
