Dear Ms. Garde:

This is in further response to your letters dated January 13, 20, and 27,1986, which were received in this office on January 28, 1986, in which you requested, pursuant to the Freedom of Information Act (F0IA), documents generated or prepared by Victor Stello since his appointment as Acting Executive Director for Operations (ED0). In a telephone conversation with Carol Ann Reed of my staff on January 28, 1986, your narrowed the scope of your requests to 1) handwritten and typed notes of V. Stello; 2) notes and correspondence dictated by V. Stello; 3) records reflecting V. Stello's decisions and comments and the record upon which the decision and comments were based; 4) correspondence and other records prepared by V. Stello's staff which carry out a V. Stello directive; and 5) SECY papers signed by V. Stello.

The document listed on the enclosed Appendix G is being placed in the NRC Public Document Room (PDR), 1717 H Street, NW, Washington, DC. You may obtain access by presenting a copy of this letter to the PDR staff or by requesting PDR folder F01A-86-53 in your name.

The four documents listed on the enclosed Appendix H, subject to your request, were located during the initial search for documents. During the preparation of this response letter, a search for these documents was conducted by the F0IA staff and the ED0 staff but copies could not be located. Apparently the copies maintained by the ED0 staff were discarded under the assumption that copies were being maintained by the F0IA staff, which is the usual practice.

However, in this case possession was not retained by the F0IA staff and the documents were returned to the ED0 staff because of the predecisional nature of the documents. The situation was complicated by a changeover of secretaries in the ED0 office during this period of time. Documents one, two, and three I have since been finalized. The final version of document one was released to you as document A-61 in my letter dated July 2,1986, in response to your F0IA request designated as F0lA-86-263. The final versions of documents two and three

! are identified on the enclosed Appendix I and are being placed in the PDR.
