- 10 CFR 50, Appendix B, Criterion XIII, and the Limerick Preliminary Safety 1
Analysis Report Appendix D.4.9, require that equipment be stored in accordance -
with vendor instructions. Woodward Governor instruction EG-B10C specifies that the governor is to be filled with lubricating oil while in storage.
Contrary to the above, as of September 17, 1986, the Bechtel Maintenance Log did not specify the requirement to fill the diesel' generator governors and the governors were found empty of lubricating oil.
Response
The diesel generator governors were inspected by a representative of the Woodward Governor Company. No damage or unsatisfactory conditions were identified during the inspection. The governors have been filled with oil to the required level. The requirements for filling the governors with oil and for periodically verifying governor. oil level have been added to the. Bechtel Maintenance Log for the diesel generators.
To prevent recurrence of these conditions, a training session was held for the applicable Bechtel Long Term Maintenance Engineers. The training class included a review of the methods and sources of information to be used to determine maintenance / storage requirements for permanent plant equipment.
