REFERENCES:

(a) Letter from Mr. 3. A. Tiernan (BG&E), to Mr. A. C. Thadani (NRC),

dated July 31,1986, Request for Amendment Gentlemen:

Reference (a), Change No. 3, proposed a change to our Technical Specifications requesting that the provisions of Specification 3.0.4 be excepted from Technical Specification 3/4.6.4, Containment Isolation Valves. Discussions between your staff and BG&E, subsequent to our submittal, have resulted in several administrative improve-ments that are possible to Technical Specification 3/4.6.4. These changes, strictly administrative in nature, are proposed to minimize questions concerning interpretation of Technical Specification 3/4.6.4 once the provisions of Specification 3.0.4 are excepted.

The affected Unit 1 Technical Specification pages are attached for your reference in reviewing these proposed changes. These changes are identical for both Unit I and Unit 2 Technical Specifications. These changes, previously discussed with your staff, are as follows:

Move Surveillance Requirements Both of these Surveillance Requirements 4.6.4.1.4 and 4.6.4.1.5 to the address containment purge valve Containment Leakage Technical Spec- leakage. Relocating these Surveillance ifcation (3.6.1.2). Requirements is advantageous for two reasons:

1. To minimize confusion between Limiting Conditions for Operation 3.6.1.2 and 3.6.4.1 when the provisions of Specification 3.0.4 are excepted from 3.6.4.1; and
2. Because the containment leakage Technical Specification is a more logical location for these Surveil-lance Requirements.

These changes are provided as additional information to supplement Change No. 3 of Reference (a). The changes are administrative in nature and do not impact the Determination of Significant Hazards provided in that submittal. Should you have further questions regarding this reply, we will be pleased to discuss them with you.
