SUBJECT:
TRANSFER OF URANIUM MILL TAILINGS REMEDIAL ACTION PROGRAM PROJECT FILES TO URF0 reassigns responsibility of the Uranium Mill Tailings This memorandum formally (UMTRAP) official correspondence project files on the Remedial Action Program enclosed list from the Division of Waste Management (WM), NMSS, to the Uranium Recovery Field Office (URFO), Region IV. This material was packaged and transmitted under separate cover to your office in May 1986.
(For reference, please note my memorandum to you dated July 31,1986.)
We request that Project File WM-86, Slick Rock, Colorado Site, be mailed back to the WM Docket Control Center since casework responsibility for this site will remain in NMSS.
Discussiens have been held between Ed Hawkins of your staff and Nancy Still regarding file codes. We understand that the existing WM file codes, initially established in 1979, and used by the Public Document Room (PDR) will remain the same after transfer of this material to your office.
Section 114(e) of the Uranium Mill Tailings Radiation Control Act of 1978 states that documents must be "made publicly available conveniently for use."
In past conversations with the Office of Executive Legal Director, we were informed that by placing documents in the NRC PDR, we are fulfilling this obligation in the Act.
Please assure that all incoming documents from DOE and outgoing NRC correspondence for the sites which have been transferred to your office are placed in the PDR.
For your information, we requested a recomendation from the Division of Rules and Records, ADM, regarding whether these files should be established as formal docket files due to the nature of the activity. ADM's recommendation is that the files remain project files until such time as a license application is received and approved.
