This refers to the inspection conducted by Mr. E. H. Trottier of this office on January 26-27, 1986, of your facility in Rochester, New York, and to the dis-cussions of our findings with you and members of your staff at the conclusion of the inspection.
This inspection was performed as a result of the 10 CFR Part 21 notification received from Rochester Gas and Electric Corporation on August 23, 1985. This Part 21 notification involved a design error made when the auxiliary building crane at the Robert E. Ginna Nuclear Station was upgraded by the addition of a back-up hydraulic brake system. Areas examined during the inspection and our findings are discussed in the enclosed report. Within these areas, the inspec-tion consisted of an examination of procedures and representative records, interviews with personnel, and observations by the inspector.
In accordance with 10 CFR 2.790 of the Comission's regulations, a copy of this letter and the enclosed inspection report will be placed in the NRC's Public Locument Room.
