This refers to the inspection conducted by E. H. Trottier of this office on December 19-20, 1985, of your facility in Ft. Collins, Colorado and to the discussions of our findings with you and member of your staff at the conclu-sion of the inspection.

This inspection was made as a result of the governor malfunction and subsequent engine overspeed event that occurred at Grand Gulf Nuclear Station on November 6, 1985. Areas examined during the inspection and our findings are discussed in the enclosed report. Within these areas, the inspection consisted of. an examination of procedures and representative records, interviews with personnel, and obser-vations by the inspector.

In accordance with 10 CFR 2.790 of the Comission's regulations, a copy of this letter and the enclosed inspection report will be placed in the NRC's Public Document Room.
