This refers to the inspection conducted by E. H. Trottier of this office on December 17 and 18, 1985, of your facility at Oakland, California and to the l
discussions of our findings with Bruce Guntrum and members of your staff at i
the conclusion of the inspection.

l This inspection was performed as a result of the governor malfunction and subsequent engine overspeed event that occurred at Grand Gulf Nuclear Station
]
on November 6, 1985.
In addition, the inspectors closed out the unresolved and open items resulting from the previous inspection conducted at Transamerica Delaval on June 3-7, 1985. Areas examined during the inspection and our findings are discussed in the enclosed report. Within these areas, the inspection consisted of an examination of procedures and representative records, interviews wit,h personnel and observations by the inspector.
In accordance with 10 CFR 2.790 of the Commission's regulation, a copy of this letter and the enclosed inspection report will be placed in the NRC's Public Document Room.
