Gentlemen:
The scope and objectives for the 1987 Fort St. Vrain Radiological Emergency Response Exercise (FOSAVEX-87), are being submitted in Attachment A to this letter. These are being submitted according to the schedule set forth in G-84049 (reference letter).
- Also, in accordance with the reference, a submittal of the detailed scenario packages will be made on, or before, June 22, 1987.
The exercise, scheduled for the week of August 3, 1987, will include full participation by Public Service Company of Colorado, the State of Colorado, and local emergency agencies.
The exercise will include an ingestion pathway accident / analysis, and is being planned to take place, for the most part, during normal working hours.

P-87195 May 22, 1987 Attachment A Page 1 PSC SCOPE AND OBJECTIVES OF FOSAVEX-87 The scope and objectives of the Fort St. Vrain (FSV) 1987 Radiological Emergency Response Exercise (FOSAVEX-87) are based on Nuclear Regulatory Commission (NRC) requirements set forth in 10CFR50.47, Appendix E.
Additional guidance provided in NUREG's 0654 (Rev 1), 0696, and 0737 (Supplement 1) as well as previous FSV exercise results were used in developing the objectives.
1 The exercise will include the activation of all PSC Emergency Response Facilities.
Full participation is expected by State and Local authorities and agencies as the exercise will involve an ingestion pathway analysis and response (thirty mile radius of FSV).
Partial participation by the NRC is also anticipated. The FSV Early Warning Alert (EWA) System within the five mile emergency planning zone will be activated at a time agreed upon between PSC, FEMA Region VIII, and the State of Colorado.
The overall objective of the 1987 exercise is to evaluate the effectivenefs and capabilities of the FSV Emergency Preparedness

The, exercise scenario will be structured to provide a mechanism which will accurately test the adequacy of both the onsite j
and offsite elements of the program.
The specific PSC FOSAVEX-87 objectives follow:

Demonstrate proficiency in recognizing and classifying i
emergency conditions according to pre-established emergency action levels.
2.
Demonstrate the ability to perform dose calculations using i
radiological and meteorological information to establish the impact to the environment.
3.
Demonstrate the effectiveness of the radiological monitoring teams (onsite and offsite) to establish radiation levels and to effectively track the plume.

Demonstrate ability to coordinate activities with state field teams.

Demonstrate the ability of station and corporate personnel to staff and activate the emergency response facilities within 90 minutes of a declaration of an ALERT.
2.
Demonstrate the transition of responsibilities between emergency facilities as a result of escalating accident classifications.
3.
Demonstrate the functional capabilities of equipment (including status boards, radiation monitoring equipment, etc.) in the Technical Support Center, Forward Command Post and the Executive Command Post.
4.
Demonstrate the ability of the onsite response organization to properly select the correct location for the Personnel Control Center (Training Center vs. Nuclear Licensing -
OperationsComplex).

Demonstrate the ability to communicate with in plant monitoring teams, search and rescue parties, and other station personnel as needed.

Demonstrate the ability to communicate with the offsite radiological monitoring teams.

Demons.trate the capability to obtain, coordinate and assemble emergency information for timely dissemination to the public via the media.
7.
Demonstrate the ability of PSC to respond directly to simulated input from the public concerning "real" vs.
" rumored" events.

Demonstrate the ability to perform area surveys under emergency conditions.

Demonstrate the ability to monitor and control emergency worker exposure (i.e. repair teams) within the plant.

Demonstrate the ability to enter a contaminated area for the purpose of rescuing casualties.

Demonstrate the ability to make protective action recommendations to offsite authorities.

Demonstrate ability to recognize that appropriate protective actions have been implemented by the offsite agencies.

P-87195 May 22, 1987 Attachment B Page 1 STATE OF COLORADO OBJECTIVES OF FOSAVEX-87 The specific State of Colorado FOSAVEX-87 objectives follow:
Primary Objective To evaluate the effectiveness of the Colorado Radiological Emergency ~
Response Plan and to determine if each level of the Radiological Emergency Response organization can effectively carry out it's responsibilities.
Summary Objectives 1.
Notification procedures and public warning dissemination systems, including activation of the NOAA Weather Radio Network, the Platteville Siren and transmission of exercise warning messages to the Emergency Broadcast System.
The exact time for siren activation will be coordinated with FEMA.
2.
Deployment of response elements and their direction and control, including activation of the Forward Command Post and establishment of a secure area and traffic access control.
3.
Radiological monitoring, assessment, and reporting by field-deployed State Health Department radiological monitoring teams, through the FCP to the State Emergency Operations Center.
4.
Operational communications and associated direction and control procedures at all levels.
5.
Food and agriculture control procedures; and 6.
Dissemination of official information to the newsmedia(if present for FOSAVEX-87 activities) and to the general public.
Specific Objectives
- 1. Demonstrate the ability to mobilize staff and activate facilities promptly.
- 2. Demonstrate the ability to make decisions and to coordinate emergency activities.
