KOLF CREEK Q1 PROGRAM I haveIreviewed and. discussed with you the Region IV response of December 19, 1985 to the OI memo of October 28, 1985.
In that memo 0I requested Region IV evaluation of whether the. affidavits presented warranted initiation of an 01 investigation into the Wolf Creek Q1 program.itself, or into the integrity of KG&E management.
I am satisfied that Region IV evaluated the technical aspects of the Q1 program thoroughly.
As it became clear in our discussion of January 14, 1986, Region IV did not look into how the Q1 program addressed the issues of wrongdoing, including the issues of harassment and intimidation. Therefore, notwithstanding the staff's views on the technical aspects of the Q1 program, given your views on the credibility of the allegers and their current position in the TVA employee concern program, it is necessary to resolve this matter. Accordingly, I request that you initiate an inquiry to determine if there is sufficient information supporting wrongdoing to warrant a full scope investigation.
In regard to your additional question at the January 14, 1986 meeting as to whether staff would be concerned over wrongdoing by licensee management, the answer is obviously yes. This response applies not only to Wolf Creek, but to any licensed activity at any time.
