'<D ATE) 1.0 PURPOSE 1.1 The purpose of this policy is to outline the procedure for chemical substance abuse screening as part of the Wolf Creek Generating Station's (WCGS) fitness for duty commitment to the Nuclear Regulatory Commission (NRC) through the Nuclear Utility Management and Hurnan Resources Committee (NUMARC) and in accordance with Reference 3.1.
2.0 SCOPE This policy applies to all Nuclear Department employees, personnel whose l
positions require unescorted access to WCGS, including employees and contractors / consultants, and all other workers who are under contract with the l
Department.

4.0 DEFINITIONS None 5.0 RESPONSIBILITY 5.1 It is the responsibility of the Manager Administrative Services to over-see the administration of this policy.
5.2 Human Resources is responsible for the day-to-day administration of this policy and to assist supervisors in any disciplinary action arising from the implementation of this policy.
This includes, but is not limited to, the scheduling of screening for applicants, employees and contractors and the l
coordination with the contracted toxicological service.

5.3 It, is the responsibilit'y of the Chief of Security under the direction of the Superintendent of Plant Support, to conduct investigations of chemical substance abuse allegations, as well as to direct security personnel, botr Home Office (HO) and WCGS, in searches of personnel and property such as may s be necessary to carry out this policy.
The Chief of Security through the Plant Manager is to keep the Manager Administrative Services fully informed of progress and results of any investigations.
5.4 The department's Nuclear Medical Specialist, P.A.,
is responsible for advising management and evaluating the technical elements of the chemical' abuse screening programs as required.
5.5 The contracted toxicological service will be responsible for the handling and transfer of custody for all specimens collected to be tested.
The con-tracted toxicological service will also be responsible for providing a courier service to transport the specimens to the testing facility.
6.0' IMPLEMENTATION l
6.1 PERSONNEL TO BE SCREENED 6.1.1 Persons considered for employment in the Nuclear Department, for -
positions requiring unescorted access to WCGS and new contracted workers shalli submit to art initial controlled substance screening.
6.1.2 All employees of the Nuclear Department, personnel holding unescorted l
l access to WCGS, and personnel under contract with the Department shall be-subject to screening on a random basis.
6.1.2.1 The Nuclear Training Division maintains records of personnel holding unescorted access to WCGS; Human Resources maintains records of all Nuclear Department employees.
These records shall be merged once each month to main-tain a current list of all personnel subject to the screening process.
From this list, e random list of personnel to be screened shall be generated.
6.1.2.2 This list will be generated by the Human Resources section, who will-in turn notify the supervisors of personnel who are to be screened each day.
6.2 SCREENING PROCEDURE 6.2.1 Personnel to be screened each day will be notified by their supervisor on the day of their screening.
6.2.2 The person to be screened will be asked to provide a picture identifi-cation.
He/she will then fill out Form KZF-47, " Drug Screening Consent" to list all medications, both prescription and non-prescription, taken within the last 30 days.
l 6.2.3 The person being screened will then be escorted to the testing room,s l
where he/she will sign the consent form and a label for the specimen
, container.
This signature will be witnessed by a representative of the toxicological service performing the screen.

6.2.4 A personal search will be conducted by appropriate security personnel (males will be searched by male security personnel; females by female security personnel).
The inaividual will then be asked to provide the sample and will be provided the location necessary.
6.2.5 After the specimen has been collected, the toxicological service's representative will detcrmine if the specimen is acceptable and shall take whatever steps are necessary to ensure the accepted specimen is valid.
An invalid specimen will require a repeated sample be collected.
6.2.6 In the presence of the person giving the specimen, the container shall be sealed with evidence tape.
The toxicological service's representative shall sign the transmittal form and note the time, and shall place the sealed container, transmittal form and the consent form in a ziplock bag, which shall also be sealed with evidence tape.
6.2.7 The person being screened will be excused to return to work.
6.2.8 The toxicological service's representative will then place the bagged specimen together with any other specimens collected that day, until he/she leaves to transport all specimens to the testing facility, or a courier service picks up the specimens, as appropriate.
6.3 REFUSAL TO BE SCREENED Any individual who refuses to be screened in accordance with this policy shall be terminated.
6.4 TESTING METHODOLOGY 6.4.1 Specimens received at the t.esting facility will be observed to ensure they have not been tampered with.
6.4.2 An Enzyme Immunoassay (EIA) will be performed on tt specimen.
Any positive results will repeat the EIA insnediately.
6.4.3 Any confirmed positive findings will be further confirmed by Gas Chromatography / Mass Spectrophotometry (GC/MS).
6.4.4 A Human Resources representative will be contacted by the toxicological service daily as to test results.
Supervisors will only be notified of any positive findings on the drug screen. Positive results, because of the addi-tional confirmation testing required, will be available within one week.

All test results will be considered confidential records, and will only be released to person-nel who have a legitimate business purpose for the information.

/,7- / 985 RE: Administrative Policy HR-169,, " Chemical Substance Abuse Screening Program" DATE: December 16, 1985 This policy will be implemented in two phases:
Phase I: Applicant screening will commence with interviews conducted on or after December 2, 1985.
Also beginning that date, personnel covered by this policy will be screened in "with cause" situations.
Phase II: Employee / contractor random screening is anticipated to begin approximately March 3, 1986.
Affected personnel will be notified as to the implementation timetable in the near future.
