Dear Mr. Chairman:

The Consolidated Omnibus Budget Reconciliation Act ( M 11c Law 99 270) directed the NRC to promulgate a rule which would result in fee collections approximating one-third of the annual NRC budget. Enclosed is a copy of the Notice of Final Rulemaking that we are transmitting to the Office of the Federal Register for publication. This rule (10 CFR Part 171) will become effective 30 days after publication.
