By' application dated April. 20, 1987, and supplement dated May 12, 1987,,

Westinghouse Electric' Corporation requested an amendment 1to their License No.

SNM-1107 to authorize the release of spent hydrofluoric acid (HF) for reuse under controlled conditions at two designated facilities,.i.e., the Brush-Wellman fa~cility at Elmore, Ohio, and the Western Zirconium at Ogden. Utah.

l. By letter dated May 13, 1987, Westinghouse superseded the April 20 application. -The spent HF acid contains very minute quantities of uranium (a maximum of 3 ppm).

Its use at the two facilities is described in the. staff's Safety Evaluation Report (SER). The trace quantities of uranium in the HF acid will be much diluted in the facility's liquid waste stream which eventually will be impounded

. in a tailings pond. . There is no release of the ~1iquid wastes into surface water.

Uranium released in air. effluent is not significant because of the controlled

- operation process. The trace quantities of uranium therefore will-not enter into any food, beverage, or other commodity designed for ingestion by humens. The l u transportation of this spent acid is similar to the handling of other chemicals- ,

and has no radiological consequences should an accident occur. Therefore, the '

staff has concluded that the following conditions have been met:

1.- There' is no significant change in the type or significant' increase

  • in the amount of any effluents that may be released offsite.

2. There is no significant' increase in individual or' cumulative occupational' radiation exposure,
3. There is no significant construction impact, and
4. There is no significant increase in the potential for or consequences

, from. radiological accidents.
