Dear Mr. Regan:

I am pleased to respond to your July 3, 1986 memorandum inviting the U.S. Nuclear Regulatory Commission's (NRC) participation as a host agency in the 1986-87 President's Executive Exchange Program.

We fully support this program and will participate whenever we can contribute to its success.

The NRC does not have a management structure similar to Executive Departments and Agencies.

Therefore, our ability to host an executive from the private sector in an office of a Presidential appointee is limited, since there are only the offices of the five Commissioners in which such an executive might serve.

I have looked elsewhere in the Agency but concluded that an assignment that meets the program's objectives cannot be identified this year.

I will continue to support both the Host Agency and Federal Sector components of the Program and will make every effort to participate in subsequent years.

Thank you for inviting our participation.
