Dear Congressman Petri:
This is to acknowledge receipt of your April 20, 1987 letter, in which you refer to a telephone call from Mr. Tom Marini of Poy Sippi, Wisconsin, regarding the use of "outside inspectors" to inspect nuclear power plants.
Mr. Marini implies that needed inspection work is not being done because funding is not being made available.
NRC inspections are primarily done by NRC personnel.
Contract technical assistance is sometimes used for specialized areas in which NRC either lacks sufficient expertise or the NRC expertise is not readily available. Such technical assistance is used in support of team inspections which augment the resident inspectors and the region-based staff we use to perform the routine inspection program. With regard to the release of funds for inspection work, sufficient funds are available, and have been available in the past, for all required technical assistance. However, we cannot guarantee extensive or frequent employment for any specific technical assistance specialists since the need for and timing of team inspections are affected by the nature and number of plants experiencing the need for such efforts.
