On October 8, 1986, we received three sets of the following documents concerning the Ambrosia Lake RAP from Mr. J. G. Oldham of MK-Ferguson Company:

1.

Main Construction Subcontract Documents, AMB-4.

2.

Calculations Documents, Volumes I, II, and III.

They are denoted as Preliminary Design Documents, with final designs to

]

be forthcoming in the future.

We do not consider the review of these documents to be useful to DOE or NRC at this time.

Instead, we will review the final design in detail when it is submitted with the Final Remedial Action Plan (RAP). This g

determination is based on our review of the Draft RAP that did not

~

identify any r,ajor flaws with the conceptual design upon which this preliminary design is based, and on our understanding that the final design details may be significantly different from the preliminary design because of actual field data and testing currently underway (rather than assumed parameters).

In addition, review of this type of intermediate and preliminary information at this time is not considered to be the n.ost efficient use of our limited resources.

I have, however, asked the staff to perform a cursory review of the preliminary design as time permits.

Any major flaws will be noted and you will be informed.

In the future, documents should not be routinely transmitted for our review before they have been reviewed and approved by DOE.
